Noor is a Law graduate from Kabul, Afghanistan, and licensed defense attorney with professional experience in legal practice, education, and community advocacy. She practiced law in Kabul and taught law-related and general subjects at various institutes, as well as at elementary school and middle school levels for three to four years.

Noor also served as a volunteer and Afghan refugee representative with the United Nations High Commissioner for Refugee (UNHCR) in Pakistan, supporting refugee communities through advocacy, cultural mediation, and access to services.

Noor's background enables her to effectively bridge cultural, legal, and community systems in support of diverse and immigrant populations.
